.2- <br />l~lan~ning Commissio~ Minutes (Cont.) <br />Apr{1 1~, <br /> <br />Mr. Wagner, representing Red Owl, indtcated that <br />the reason that the parking lot extended to the property <br />lines was to provide greater customer convenience and ease <br />of movement through the parking lot. The lot could <br />be redesigned to meet the zoning requirements. The <br />site also has some physical constraints such as the <br />ravine on the west side of the property and the ponding <br />basin on the north and as a result, a variance may be <br />in order. <br /> <br />Mr. Wagner indicated that Red Owl's concern is that <br />they be allowed to construct a building which will <br />meet not only the present needs but the future needs <br />and as a result they want to be able to build a store <br />of the size that has been proposed. <br /> <br />Chairman Glennie referred the request for the rezoning <br />and variance to the Fischer Committee. <br /> <br />The plans were submitted for an $, 064 square foot <br />addition onto the Burns and Enstad Office Building. <br />Moved by Commissioner Kramer, seconded by <br />Commissioner Stark to approve the site plan with the <br />developer providing additional landscaping as suggested <br />in tl~e April 9th. 1976 n~emo and subject to the plan <br />conforming to ail appropriate zoning regulations. <br /> <br />Mr. Rob Chelseth, a member of the Dakota County <br />Planning Depart~nent, reviewed with the Planning <br />Commission the field data that has been collected <br />for the Comprehensive Plan Update. <br /> <br />Mr. Dennis Pellant, manager of the Chamber of <br />Conamerce explained to the Planning Comnqission <br />that the business community would like the City to <br />re-examine its parking regulations in the downtown <br />area and along Vermillion Street, to see whether or <br />not the present standards are appropriate. Mr. <br />Pellant suggested that the matter either be referred <br />to one of the Planning Co~nn~ission Com~nitt(es or <br />Planning Commission n~embers to be appointed to <br />this special comnqittee to work with two members of <br />the business community.
